HACCP or ISO 22000? An honest decision guide

The two terms get used interchangeably — and wrongly so. One is a legal obligation you already have; the other is a commercial tool you may need. Confusing them costs money in both directions: some businesses pay for certification they do not need, others lose clients because a “HACCP study” was not the certificate the buyer asked for.

The legal baseline

HACCP

  • A food-safety methodology: hazards, critical control points, monitoring, corrective actions.
  • Mandatory for every food business in the EU (Reg. 852/2004) — from a coffee shop to a factory.
  • In practice: a study mapped to YOUR production flow, records, staff training.
  • No certificate is required by law — but the system must exist and work at inspection time.

The certifiable system

ISO 22000

  • A full food-safety management system: HACCP inside it, plus management responsibility, communication, prerequisite programmes, continual improvement.
  • Voluntary — but certifiable by accredited bodies, which is exactly why clients ask for it.
  • Speaks the language of chains, hotels, industry and export markets.
  • The stepping stone to FSSC 22000, IFS and BRCGS when a big retailer demands them.

The rule of thumb

Ask one question: who needs to see proof? If the answer is “the health inspector”, a proper HACCP system is what you need. If the answer includes “a client, a chain, a tour operator, a foreign buyer” — you need a certificate, and that means ISO 22000 (or the scheme your specific buyer names).

4 real scenarios

1.Restaurant, café, catering unit serving consumers directly

HACCP is enough — done properly: a current study, records that get filled in, trained staff. Certification adds value mainly if you supply hotels or corporate clients.

2.Workshop or small production unit selling to shops and hotels

Start with solid HACCP; move to ISO 22000 the moment a client with an audit process appears. The distance between the two is smaller when the HACCP was built correctly.

3.Packing/processing unit targeting supermarket chains or exports

ISO 22000 is effectively the entry ticket — and check early whether your specific buyer requires IFS, BRCGS or FSSC 22000 instead, so the system is built once, in the right direction.

4.Hotel with mass catering

HACCP in the kitchen is non-negotiable. Larger units and those working with demanding tour operators certify to ISO 22000 to make supplier and operator audits procedural.
